THE CHALLENGE
Saving water is second nature when you've lived through the history of Victoria's droughts. But what if you're too young to remember the images of cracked earth and headlines about restrictions? Or a newly arrived migrant? Focusing on these audiences – alongside drier climate and declining storage levels – five water authorities in collaboration with the Victorian Government needed to relaunch their legacy campaign Make Every Drop Count. This time, it had to work for people without localised drought experience, and make water saving feel like a problem for the present rather than the past.
THE CULTURAL TRUTH
Research showed these audiences didn't reject water saving – they just didn't see their role in it. Shared responsibility had become no one's responsibility. Yet this same audience is looking for ways to live better and do better. This tension revealed the opportunity: if we could make individual actions feel intentional and represent them authentically, saving water wouldn't feel like sacrifice.

Execution
An integrated, research-led campaign built around micro-moments for macro impact; complete with hero films and a striking slow-motion treatment. To really embed the behaviour change, a new website was rolled out with functionality for 6 languages. Over five months, more than 500 assets made their way across Victoria. Short-form films captured attention. OOH reinforced memory. Audio nudged behaviour, and a new bespoke campaign website helped people act immediately.
